Joe Williams - President / Interim Chief Executive Officer / Partner

Joe Williams has 40 years of executive leadership experience guiding the growth of both non-profit and for-profit corporations. Recognized as a community leader, he served two terms on the Fresno City Council during the 1980’s and serves on numerous boards including Premier Valley Bank, founder and director, Community Medical Center Board of Trustees, and the Fresno State Foundation Board of Governors.
Mr. Williams was appointed Executive Director of the Fresno County Economic Opportunities Commission in 1970. During the 22 years in this capacity he built this organization into the fourth largest of its kind in the United States, increasing revenues tenfold to over a $40 million annual budget for the benefit of low-income families emphasizing job development, the education of young children and family health. During this period, he also served as President of the California/Nevada Community Action Association, where he played a key leadership role in establishing the utility sponsored low-income weatherization program.
Since joining RHA in 1993, Mr. Williams provides executive leadership resulting in the tripling of RHA’s work force and revenues. He served as Chief Executive Officer until 2003. He now oversees RHA’s vision and growth as President of the Board.
In 2006 he received Fresno State’s Outstanding Alumnus Award and in 2003 received the Fresno City College Distinguished Alumnus Award.
David Wear - Chief Financial Officer / Partner

Dave Wear joined RHA in 1995 as the Chief Financial Officer and became CEO in 2003. He has responsibility for the performance of 250 staff located at six offices across California.
During his 13 years with RHA, Mr. Wear has led RHA in the design and implementation of a number of new energy solutions including commercial lighting projects, statewide integration of Energy Star® promotion, the development of improved marketing to low income families, establishment of RHA’s call center enabling contact in 11 languages, and improved production and fiscal control methods among the 70 subcontractors RHA employs in all parts of California. He has overseen major advances in RHA’s management, accounting and information technology systems.
Previously, Mr. Wear was Director of Fiscal and Administrative Operations for the Fresno County Economic Opportunities Commission responsible for revenues in excess of $42 million. Mr. Wear also worked for many years as a CPA and was the Audit Manager for a national CPA firm. During his tenure as a CPA he provided audit and consulting services with many private and Community Based Organizations. He has a degree in Business Administration and is a Certified Public Accountant.
Dr. James O’Bannon - Chairman of the Board/Partner

Dr. O’Bannon brings 44 years of experience in the construction and energy industry to RHA as Chairman of the RHA Board. He began as a carpenter in 1964, continuing on to a PhD from the University of Missouri in Industrial Education and Civil Engineering, and then establishing the Construction Management Program at Chico State University. Since 1982 Dr. O’Bannon has been a Full Professor at Chico State’s School of Engineering and Technology.
In 1979, he partnered with Richard Heath and continues to lead RHA’s efforts in the development of energy efficiency technology.
Dr. O’Bannon has authored over three dozen published technical manuals, articles and research reports on many topics related to energy efficiency, including residential HVAC, solar technologies, technologies for high performance windows, installation standards for home weatherization, fire safety standards, commercial lighting standards and fluorescent lighting retrofit.
He is recognized nationally as an authority in energy efficiency issues and is regularly invited to present or train at energy conferences throughout the nation.
In 2008, Dr. O’Bannon was selected for the Outstanding Faculty Service Award at Chico State University for his excellence as a professor and his outstanding record of philanthropy. In 2007, he organized a delegation of 55 students to New Orleans where his team rebuilt 18 homes.
Richard Heath - Board Director / Partner

Richard Heath founded Richard Heath and Associates in 1974 initially as a consulting enterprise providing executive management training to business and government. During the mid 1970’s energy crisis, he increasingly focused on the cost of energy as it impacted low-income families. He developed innovative programs to increase the effectiveness of agencies providing energy conservation services to low-income homes throughout California.
In 1979, he teamed with Dr. James O’Bannon and incorporated RHA, forming a durable partnership now in its 30th year.
During the late 70’s and early 80’s, Mr. Heath was the architect of the public/private partnership involving California’s major utilities, community based organizations and private contractors resulting in the weatherization of more than 1.5 million low income homes. His prior work involved executive management training as a Team Leader for Leadership Institute in Washington D.C. when he led a team training executive managers of organizations throughout the nation.
Mr. Heath now focuses his attention on RHA’s strategic planning concentrating on ways RHA can develop new solutions to high-energy costs as they impact the low-income population.
Senior Management
Tom Barrett - Vice President / Technical Support

Tom Barrett has been involved in the energy conservation, efficiency, and renewable fields; environmental planning; and environmental health since 1977. Mr. Barrett has worked for RHA since 1992, and has been primarily responsible for development, management, and research for numerous residential and commercial energy conservation projects. He has an extensive background in commercial and residential energy auditing, designing and installing energy conservation measurements, and monitoring energy-related projects as well as curriculum development and training, especially for technical programs.
Mr. Barrett has conducted on-site and computer analyses of buildings and energy conservation and efficiency measures. With an extensive background in energy and building science, he conducts and trains individuals in energy auditing; designing and installing energy conservation measures; and conducting building environmental assessments. In addition, he monitors a variety of energy and building projects; develops and delivers technical training; and conducts numerous workshops on a variety of energy-related issues. Tom developed the Lead-Safe Weatherization Programs for the State of California and has trained thousands in lead assessment and abatement practices.
Mr. Barrett is also a radio broadcaster with a local community radio station (KZFR) in Chico where he broadcasts The Sustainable Hour, a radio show dedicated to increasing the sustainability of northern California by discussing the latest in renewable energy technologies and energy efficiency strategies. He has been featured in energy related podcasts and news programs about energy.
He earned an M.A. in Geography/Environmental Planning and has a B.A. in Biology and a Minor in Chemistry from CSU, Chico.
Art Brice - Senior Program Manager / Vice President

Art Brice joined RHA in 2001 as the Senior Energy Partners Program Manager and within a few months was promoted to Vice President. Key accomplishments include: successful attainment of PG&E’s Energy Partners production goals for the past six years, facilitated the early development and implementation of EP Online and vital in closing out the PG&E EP Go Back program in 2001. Mr. Brice currently manages a program team of 39, including four managers and 22 subcontractors.
Prior to RHA, he worked 25 years for the Los Angeles Department of Water and Power in various roles including: Senior Conservation Manager, heading the Major Accounts Group and a number of residential and business conservation programs and Manager in the Government Affairs and Business Planning Groups. He has served on CPUC and CEC statewide deregulation and energy conservation committees and was involved in the founding of the University of California’s Institute for Energy Efficiency. Mr. Brice has a B.S. in Personnel Management from Cal State and specific technical training and experience in energy efficiency, submarine nuclear and large commercial power plants. The Los Angeles County Board of Supervisors recognized Mr. Brice with their Award of Merit for his community service.
Teresa Enos - Senior Manager

Teresa Enos is a Senior Manager in charge of the RHA, Chico office operations. The Chico office provides technical assistance and expertise to programs administered by RHA and its clients. Ms. Enos is responsible for program design, development, and oversight, and ensures on-time completion of project deliverables, prioritization of work for staff, and provides technical assistance for all projects. Ms. Enos has a bachelor’s degree in mechanical engineering with corporate experience in managing complex projects and work team training and certification. Ms. Enos is currently the program director for multiple California investor-owned utility energy efficiency programs, and has been the project director for RHA’s PG&E Technical Services Contract for the last six years. She directs the technical assistance, training, research, curriculum development, educational audio/visual material, standards authoring, and energy efficiency program support. Ms. Enos has developed numerous training presentations and served as a classroom trainer at the PG&E Energy Training Center, Stockton. Ms. Enos provides general oversight for South West Gas, Sierra Pacific Power Company, State of Nevada Housing Division, State of Alaska Housing Finance Corporation, and State of California Community Services Department (CSD) inspections and weatherization contracts.
Camilla Goodall - Corporate Controller

Camilla Goodall brings over 30 years experience in accounting to her position as Accounting Manager. Ms. Goodall provides leadership and coordination in the administrative, business planning, cost control, accounting and budgeting efforts of the company. She directs and oversees all financial activities of the corporation including preparation of current financial reports as well as summaries and forecasts for future business growth and general economic outlook.
Past experience includes Managing Partner / Chief Financial Officer for Flame Hardware Company where she managed daily operations including purchasing, inventory control, database operations and all accounting functions. She also served as accountant with Westinghouse Electric Corporation, Marine Division in Sunnyvale, California.
Hector Huerta - Chief Operations Officer

Hector Huerta brings 27 years of client-management experience to RHA. In the course of his career with California's largest commercial banks, Mr. Huerta was personally involved in the day-to-day management of commercial client relationships that included service, manufacturing, agricultural, construction and professional business concerns. He has extensive experience in the development, structuring, negotiation, documentation and closing of commercial banking solutions to businesses ranging in size from $10 million to over $200 million in annual revenues.
Mr. Huerta provides executive oversight to RHA energy efficiency programs. Working closely on Valley Energy Efficiency Programs run out of the Fresno office.
Bob James - Program Manager

Bob James heads RHA’s Los Angeles office and provides management oversight of energy programs, including Anaheim Small Business Energy Management Assistance Program, Business Conservation Program for the Rancho Cucamonga Municipal Utility, Glendale Water and Power Small Business Program, and the Burbank Water and Power Small Business Program. He ensures that all program goals are met or exceeded and that programs operate within budget and oversees quality assurance activities with subcontractors and supervises assigned staff.
John Jensen - Program Manager

John Jensen brings over 20 years experience serving low-income residents through weatherization and rehabilitation programs. He oversees the San Diego office. As program manager, he provides feedback to staff working on the program and ensures that the goals of the program are met and/or exceeded in the time allowed. He promotes continual improvement of processes and procedures to most efficiently accomplish program goals. He is the primary point of contact for SDG&E Management. Under his supervision, RHA staff provides a variety of services including; Community Outreach, Gas Appliance Inspection and Repair, Refrigerator Installation and Recycling and Home Weatherization services.

TauraO’Lariscy has been with RHA since 1995 and in that time she has served as a Program Coordinator for San Diego Gas and Electric Company’s Energy Education for Low Income, Area Coordinator for the DHS Healthy Families/Medi-Cal Training & Outreach, Project Manager for a Los Angeles Department of Water Low Flush Toilet Installation Inspection contract as well as a Combustion Appliance Testing Study. Currently she serves as the Program Manager for the California LifeLine Marketing Program through the California Public Utilities Commission with the goal of providing access to affordable home telephone service to all Californians. The program utilizes mass media, public relations, grassroots efforts of community organizations and social services to educate consumers about the California LifeLine Telephone Program. Ms. O’Lariscy also oversees operations in the RHA Sacramento Office.
Virginia Madrid-Salazar - Marketing Manager

Virginia Madrid-Salazar provides marketing and public relations consultation on all RHA programs as well as overseeing all corporate marketing initiatives. As RHA’s Marketing Manager, she develops business opportunities, oversees community relations and preserves RHA’s corporate brand. She also manages all marketing activities for the California LifeLine Telephone Program.
She has over nearly 20 years of communication experience working as an award winning reporter and marketing executive reaching multi-cultural communities. She also has received several Addy awards for marketing projects in print, broadcast and web design. Virginia earned her Bachelor of Arts degree in Journalism with an emphasis in Public Relations and a minor in Spanish. She has volunteered her time with the Susan G. Komen Breast Cancer Foundation serving as Public Relations and Marketing Chair for five years and served on several local boards including the Fresno Hispanic Scholarship Fund.
Charles Ottavio Sasso - Information Systems Manager / Designer

Charles Ottavio Sasso is responsible for overseeing program application development. He also supervises all information technology and information services staff. In addition, Charles is a part of the RHA Marketing Team and provides video, photographic and graphic design support.
Charles joined RHA in 1998 and has worked on large scale projects such as the Energy Partners Program, California Lifeline Telephone Program, Healthy Families and Medi-Cal for Children.
Julie Weigand - Senior Program Manager

Julie Weigand provides oversight of all operations for RHA’s call center contracts, specifically California LifeLine Call Center with the California Public Utilities Commission, California LifeLine Third Party Administration Certification and Verification with Solix, Inc. and California Partnership for Long Term Care with the Department of Health Services. Julie has also served as the Program Manager on the Healthy Families and Medi-Cal for Children Program outreach contract. Julie has expertise and experience in customer relations and quality assurance. She also leads RHA’s charitable giving drives as well as the Green Initiative. Julie is past board member and Race for the Cure® chair with the Susan G. Komen Breast Cancer Foundation. Julie received her Bachelor of Science in Health Services Administration.
