San Joaquin Valley Disadvantaged Communities Pilot Projects

To help address the economic, health and environmental burdens disproportionately impacting California’s disadvantaged communities, the CPUC and PG&E partnered with RHA to launch the San Joaquin Valley Disadvantaged Communities Pilot Projects. These programs provided no-cost, cleaner, more efficient appliances to customers living in eight San Joaquin Valley disadvantaged communities, many of whom were relying on propane or wood for cooking and heating. The programs also gathered real-time data to assess the feasibility of extending electrification options to all San Joaquin Valley disadvantaged communities.

RHA implemented the pilot programs, providing program and contractor management and facilitating program administration, as needed.

Activities

  • Led the pilot program from pre-design through implementation, including appointment scheduling, customer support services, customer feedback tracking and subcontractor administrative support
  • Selected and oversaw subcontractors who electrified homes by replacing propane-using appliances with efficient electrical appliances, such as heat pump water heaters, induction ranges, dryers, heat pump HVACs, and panel upgrades, including new circuits
  • Provided program data analysis, reporting on program performance and opportunities for scalability
  • Referred qualified customers to other PG&E programs when applicable
